Before founding The Cypress Group, Mr. Girouard had a dynamic twenty-eight year management career leading organizations through the critical stages of start-up, turnaround, crisis management, and high growth. With skills in identifying and capitalizing upon opportunities to drive revenues and profits, winning competitive market position, and delivering customer solutions, he has held numerous operating positions including directing a $850 million high technology company. In this capacity, he assumed responsibility for a non-performing business with declining market share, revenues, and profit margins. Through deliberate analysis, he developed a strategic plan to implement a structural approach to business process development and improvement, establishing business goals, measurements, communications, incentive and recognition programs, as well as an increased focus on customer satisfaction. Business results achieved from this strategy included an increase in annual revenues from $260 million to $850 million. In addition, through employee involvement in designing and implementing strategic business solutions, customer and employee satisfaction achieved world-class standards and the business attained ISO9000 accreditation. The business was sold to a multi-national conglomerate for $1 billion.

In addition, Mr. Girouard has integrated major business processes of Sales, Sales Operations, Marketing, Business Development, Product Management, Finance, Project Financial Management, Engineering, Procurement, Manufacturing, and R&D that enhance and leverage strategic and operational opportunities throughout enterprises. The result of vertical business integration was the creation of product and offer teams ensuring that the voice of the customer was driven throughout an organization. Products were developed which met customer demand at affordable prices and increased profitability for the enterprise. His innovative approach of involving employees in critical business decisions not only enhanced individual performance and customer satisfaction, but also significantly improved overall business performance. His business strategies resulted in an increase in market share from 22% to 46%, an 80% win ratio in a highly competitive sales environment, and a 350% increase in profit margin.

He has also led the design, development, and delivery of customer executive education and training programs focused on informing senior executives of Fortune 500 companies on strategic competitive advantage gains when information technology planning is linked to business planning. In this start up environment his efforts led to over $380 million in Information Technology sales, and a $1.5 million educational profit center.

Using his Information Technology industry knowledge and experience he directed a team in the attainment of a ten-year, $15 billion contract providing voice, data and video communication services to 1.5 million US Government employees. Critical to being awarded this contract was his ability to direct and manage over 500 people in pre and post award activity. Activities included the design of a digital network architecture with operating support systems, and the demonstration of integrated business processes of order entry, service provisioning, customer care centers, network problem resolution with supporting information technology and application platforms, and a network operations center. Supporting these integrated processes were the organizational structure, and operational policies and procedures necessary for swift implementation.

Mr. Girouard has worked as a business consultant with an international non-profit organization that provides business assistance to small and medium-size enterprises in Central and Eastern Europe, Russia, and Southeastern Europe. He assisted the organization develop a strategic business plan, including mission, vision, values, and a strategic objectives platform. In addition, he directed the company in adopting for-profit market driven strategies including the decentralizing of critical business functions. He played a critical and guiding role in the organization’s business process re-engineering, transformation, and creation of a new business structure focused on customers.

Mr. Girouard has also provided Interim Executive Management Services to several clients serving in numerous capacities including Chief Executive Officer and Chief Operating Officer.

Mr. Girouard has been a guest speaker at conferences and seminars worldwide on the need for strategic business planning and communications in today’s increasingly competitive global marketplace. In addition, he has been a guest speaker at United Nations and Asia Pacific Economic Council conferences in Thailand, Malaysia, Barbados, and Venezuela. Mr. Girouard speeches have focused on the need for developing nations to develop strategic plans to build national infrastructure, in addition to focusing on the social needs of their countries, as a means of gaining a competitive advantage in attracting foreign investments from multinational corporations. 

In addition to attending the University of Southern Mississippi, majoring in Political Science/Pre Law, he also attended Northwestern University’s, J.L. Kellogg School of Management and is a graduate of the Executive Development Program and the Advanced International Executive Management Program.
